TETRA is the digital radio standard for public safety organisations (police, fire brigades, emergency services) with its own network infrastructure standard and end-to-end encryption per ETSI. DMR (MOTOTRBO) is the commercial standard for business radio – lower cost in infrastructure, more flexible for enterprise networks. TETRA devices can only be used on the public safety network; DMR also operates without central infrastructure in Direct Mode. |
| Do Motorola MOTOTRBO devices require a frequency licence? DMR business radios operating on licensed VHF/UHF frequencies require a frequency assignment from the national telecommunications authority. PMR446 devices (446 MHz, max. 0.5 watts) are licence-free and suitable for smaller operational teams.
