Charging Requirements:
1) Check your Microsoft® Surface for its charging requirements.
2) Check the output current and voltage of your Microsoft Surface charger.
3) Check the output current and voltage of your USB-C PD charger.
This cable charges up to 15V/3A (45W).
Power Delivery (PD) at 15 V is required for power supply via USB-C.
For reference, check the output current of your original power supply. If your original Surface power supply supports 36W or 44W, then you need a charger with 45W PD (15V/3A).
