Two-pole 6 A connector for class II devices - rare today, mostly older transformer adapters and some industrial equipment.
The C9/C10 coupling is a 6 A no-earth variant in the IEC 60320 family. Rarely seen today - typical applications are older transformer adapters, class II industrial devices with elevated current draw and some audio amplifiers. New designs typically prefer C13/C14 (with earth).
